So, I'm noticing that my horn-sound isnt as loud as it normally sounds, like its dying or something.
My car is only 4 years old. Does anyone know if that means I need a horn replacement? Could it be a fuse?
Any answer would be appreciated.

I would doubt it is the fuse. I'd say the horn itself is the problem. Shouldn't be that much to replace I would think. Boy was I wrong! Nissan Rogue Sport OEM horn:
25610-6MA0A) $90. You could try disconnecting/reasserting the connector going to the horn. Maybe some corrosion has set in. Use electrical contact cleaner as well. A generic, non nissan factory horn, shouldn't be as much and you could get creative as well. Hope it's an easy fix.

Well, it's an odd thing.....It's not really the actual horn. It's the little alarm horn sound that has gotten super low.
It seems that this is a secondary type horn thing. Been looking online and haven't found anything.
