I have aluminum rims that came with the car. There's tar on them and the paint.
What can I purchase both Nissan and/or on-the-shelf bug and tar remover that is safe and not damage the paint or rims?

Try using baking soda on a wet sponge. I've used it for tar and bugs on the front of my cars for ages.
